The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Significant resources is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems thundered: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, probably provided by allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: possibly the incoming missile won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Following this, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that regional partners are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, undoubtedly, endure.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from believing that the current condition will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a entire defensive failure until conditions improve in its favour.

Present Conditions

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
