BBC Gaza Documentary Deemed a 'Serious' Infringement of Broadcasting Regulations, Says Broadcasting Watchdog
The British broadcaster committed a "major breach" of broadcasting rules by failing to disclose that the presenter of a programme about the Gaza situation was the child of a Hamas representative, as determined by regulatory body Ofcom.
An probe by the media regulator into Gaza: How to Survive a Warzone has found that the documentary was "materially misleading".
The head of the BBC had earlier expressed regret, saying there had been "a serious error in relation to factual correctness".
The regulator has ordered the broadcaster to transmit a evening declaration about its findings.
"Since this amounts to a serious breach of our code, we are ordering the BBC to transmit a announcement of our conclusions against it on BBC2 at 21:00, with a date to be finalised," the statement read.
'Risk to Damage Confidence'
The regulator's statement stated: "Our probe determined that the film's omission to reveal that the narrator's male guardian held a position in the Hamas-administered government was materially misleading.
"This implied that the viewers did not have essential details which may have been highly relevant to their assessment of the presenter and the details he presented.
"Confidence is at the core of the relationship between a broadcaster and its viewers, notably for a public service broadcaster such as the BBC.
"This failing had the potential to undermine the significantly high levels of trust that viewers would have put in a documentary produced by the BBC about the Gaza conflict."
The documentary was pulled from iPlayer in the month of February after the narrator's familial connections emerged, and in the month of July an broadcaster's internal assessment found it breached the broadcaster's editorial guidelines on factual correctness.
A representative for the broadcaster stated: "The regulator's decision is in line with the findings of the internal assessment, that there was a major oversight in the film in relation to the corporation's content standards on accuracy, which aligns with Rule 2.2 of the regulator's media standards.
"We have apologised for this and we accept the regulator's ruling in complete. We will adhere to the sanction as soon as the schedule and wording are determined."
